Function/Summary
The Manager Accounting is responsible for overseeing the daily operations of the college’s finances and ensuring the integrity of all financial records. This position provides assistance to the Chief Financial Officer in financial reporting, budget management, and compliance with applicable state, federal, and institutional policies. The Manager Accounting ensures accurate financial management, accountability, and transparency, supporting the college’s mission to provide accessible, high-quality education and services to the community.
Minimum Qualifications
Education:
- Bachelor’s degree in a relevant field such as Accounting, Business Administration, Nonprofit Management, Public Administration, or a related field. Equivalent combination of education and experience within an environment utilizing accounting, auditing, and budget skills may be substituted.
Experience:
- Two years of proven experience in accounting, financial reporting, business, or a related field.
- Familiarity with preparation of financial statements, budgeting, grants, and reporting preferred.
Knowledge, Skills & Abilities
- Understanding of financial regulations, compliance, and reporting requirements
- Strong project management skills to handle multiple tasks simultaneously
- Excellent written and verbal communication skills
- Knowledge of relevant laws, GASB, and regulations governing finance
- Experience ensuring compliance with grant terms and conditions
- Strong organizational and time-management skills
Duties/Responsibilities
50% Institutional Accounting
- Works with Chief Financial Officer to develop and monitor the operational budget for the institution utilizing historical and projected data.
- Assists budget managers to develop and maintain their operational budget.
- Prepares technical and financial reports and develops safeguards for ensuring accuracy, consistency and compliance with approved budgets; ensure that all records/reports are audit ready; maintain various databases, records and files.
- Prepares monthly report detailing deferred revenue and grants receivable monies.
- Reconciles MAP and OASIS grant funds, correcting any inaccuracies.
- Interacts with staff from other departments to ensure accurate accounting.
- Creates purchase orders, GAE’s, and journal entries as needed.
- Assists in the preparation and review of financial statements, reports, and analyses to support decision-making by college leadership.
- Ensures compliance with governmental regulations, institutional policies, and audit requirements.
- Assists and supports external and internal audit processes.
30% Grant Monitoring & Accounting
- Runs reports and reviews records and files and ensures that all assigned grants disbursements and liquidations are properly recorded in the grants database and kept current
- Coordinates collection, entry and analysis of grant data
- Develops safeguards for ensuring accuracy, consistency and compliance with approved grant resources
- Reviews grant disbursement requests and compares with past spending levels, approved budgets, and allowability
- Calculates and prepares drawdowns of grant revenue complete with relevant supporting documentation
- Prepares journal entries to correct and/or allocate grant funds in the accounting system
- Investigates and troubleshoots financial inaccuracies and corrects as necessary
- Works with Financial Aid Office to complete incentive reporting and student account entries
- Creates and implements grant manuals
- Prepares, reviews, and submits all grant monitoring, financial, and other reports by the required due dates
- Monitors grant financial reporting due dates and communicates these to all project officers/Primary Investigators
- Prepares reports and records for easy review by other personnel
- Maintains and archives all related information to ensure that all records/reports are audit ready
- Prepares and works with Business Office to prepare and submit annual SEFA reporting
15% Auxiliary Reconciliation
- Reviews and reconciles financial information for auxiliary units
- Calculates state tax payables related to auxiliary unit sales
- Creates and maintains financial records for auxiliary units
5% General
- Other duties as assigned
